A war is a formal thing: pick the target, set a kill goal, attach a wager, send it. The other gang accepts or refuses. Once it is running both sides can see the score, so a fight has a finish line instead of grinding on until people log off.
Standing
Loyalty points, win rate and a leaderboard track who is actually holding ground. Ranks inside a gang carry permissions, so a boss decides who may declare a war and who is only along for it.
