Arrests are easy to roleplay and consequences are hard, because most servers have nowhere to hold a hearing. A city hall is the building that closes the loop: charges get heard, licences get granted, and someone elected has an office to be shouted at in.
The court
A proper courtroom with a bench, a floor and a public gallery. A trial stops being three people in a Discord call and becomes something the server can watch, which is the whole reason legal roleplay works when it works.
The council
A chamber for city council sessions, and the offices that go around one. Servers running an elected mayor, a licensing board or a police oversight body get somewhere for those meetings to happen in character.

More than ten offices, so judges, clerks, chiefs and department heads each get a room rather than sharing one prop desk.
A briefing room for command staff and press, which is where a city announces things to itself.

A large public hall with the space for ceremonies, press conferences and any event that needs an audience.
