Aiming it

Look at a vehicle, hold the device, and it locks on. The panel lists what can be done to that car — tyres, fuel line, lights, engine — each costed against the scripts the device runs on. Spend them and they are gone until you restock, so nobody hacks their way through an entire pursuit.

What it feels like on the other end

The driver gets the consequence, not a notification. A tyre goes, the car pulls, and the person behind the wheel has to work out what just happened. That is the difference between a mechanic and a menu.

Range and risk

Everything is distance-limited, so the hacker has to be close enough to be found. Police can be handed a counter-tool, and the device itself can be locked behind an item, which makes it something to steal rather than something everyone has.
