Emergency services are where a server is judged
Every roleplay city has police. Very few have a police department that feels like an organisation rather than a group of players with the same job name. The difference is rarely the uniform — it is whether calls arrive somewhere, whether an arrest has a procedure, and whether an incident leaves a record afterwards.
The control room
Dispatch is the piece most servers improvise with a chat channel and a lot of shouting. A real switchboard changes the shift: calls queue with a code and a category, units are assigned to them, supervisors can see where offences actually cluster, and everyone works off one map instead of five different mental pictures.
Procedure, not a menu
Restraint, shields and pursuit kit exist so that the moments that matter have friction. Cuffs that take an animation and an item. A shield an officer has to carry, and cannot advance behind with a rifle. A tracker dart that turns a lost pursuit into a slow follow, and runs out if nobody restocks the car. Each of these is a small rule, and small rules are what stop a scene ending in a fistfight over what "should" have happened.
After the incident
Forensics and a medical MDT are the other half. A body that reports a time and cause of death gives detectives something to work from. A crew that writes up a patient properly gives the next crew something to arrive knowing. Both turn a one-off scene into something the city remembers.
Fitting it to your department
Everything here is job-locked and configurable, so the tools go to the units that should have them and the names match what your city already calls things. All of it runs on ESX, QBCore and Qbox from the same download.
